The description says it's 6061 and 7075 aluminum. which is it? Luth ar's website shows a completely different product with the same upc code.

The Luth-AR LR 308 upper receiver is 6061 T6 aluminum the picture and description has not been updated as of yet. Sorry for the confusion.

These uppers should fit and function fine on Palmetto State Armory gen 2 lower receivers.

Is this a high or low receiver? The DPMS pattern receivers and hand guards or either one or the other but I would need to know to match the hand guard

The Luth-AR .308 A3 Upper Receiver is a DPMS (Gen 1) A3 low receiver height. The rail is .151" low profile.

Will this fit a hera usa irs free float handguard?

No. The Luth-AR .308 A3 Upper Receiver is a DPMS 308 upper receiver that will only work with low profile 308 handguards. Standard AR15 handguards will not work on any AR10/308 upper receiver.
