No, this unit is textured polymer. The Magpul AK grip that has rubber over molding is the MOE AK+ Grip.

Will this fit on a zastava NPAP m70 Ak47?

Yes, this grip should fit any AKM pattern rifle. Magpul claims it will fit both stamped and milled receivers as well as certain paratrooper models that have grip reinforcement plates installed. The NPAP M70 uses a 1.5mm stamped receiver which is very slightly thicker than a standard stamped AKM.
