Will this fit the M&P 15-22 Sport?

The M&P15-22 uses a Mil-spec faux stock that fits most collapsible stocks. So this Magpul MOE SL-K Carbine Stock should fit and function as intended.

Will this stock fit my new AR-10 build with a rifle length mil-spec buffer tube?

Not a rifle tube. That is a A2 fixed butt stock buffer tube. You must have a carbine mil spec buffer tube on your AR10 and then it would fit and adjust.
