This is a picatinny rail cover for added protection, it is not a picatinny rail.

Yes and no, so please read why:

No to mounting items on top, but yes to cutting it to size so that you still have uncovered rail space for attachments on that side.

Think of handguards that have picatinny rails on all four sides, and how much of that space isn't going to be used. Picture your hand wrapped around it getting scratched up without gloves on.

These are used to protect your hand when gripping unused rail space without gloves, and/or to protect the finish against bumps and scratches in the field.

You can cut the rail cover to size in order to only cover unused rail sections, and leave space without the cover for what you are mounting.

I'm being redundant because I can't post a picture to show, but hopefully this makes sense.

Once you install these, you would mark the rails where your attachments are going, then simply cut the section out. They cut easily. You cannot mount something with these on the pic rail. They are designed to fill the slots of the rail to protect them and your hands from the edges.
