Looking for a Magpul rail with a flat base. Does this have a flat base, or is the one with a flat base?

If you Rock River Arms AR15 has an Magpul MOE handguard these Magpul MOE Picatinny Rail Sections will work. If your AR15 does not have an MOE handguard they will not work.

Will it mount on an existing S&W M&P AR15 original forestock? Does it come with hardware?

The Magpul MOE Picatinny Rail Sections will mount to the Magpul MOE handguard or MLOK mount slots on a handguard. If your M&P15 has the MOE handguard or MLOK handguard the Magpul MOE Picatinny Rail Sections will be compatible and include the necessary mounting hardware.

Will the 9 or 11 slot rail fit onto a Typhoon F12 Classic?

If your Typhoon F12 uses an MLOK compatible rail then yes the Magpul MOE Picatinny Rail Sections will work. However, if it is Keymod or does not have have mounting points on the handguard they will not work.

No, the Magpul MOE Picatinny Rail Sections are designed to fit the MOE handguard and will not fit a Draco NAK9.
