Will this fit on a youth 870?

It may, but it will depend on the caliber of your 870. This is meant for the 12 gauge 870, but users have had success installing it on a 20 gauge receiver.

This Magpul SGA Remington 870 Stock is designed specifically for the Remington 870 and will not work on a Remington Versa Max.

There is not a model of the Magpul SGA Remington 870 Stock for a 20 gauge model Remington 870.

What is the shortest length

The stock has an adjustable length of pull in 1/2" increments using spacers, and it adjusts from 12.5" to 14.5".

Will this fit a tac-14

Yes, it would fit. However, changing the pistol grip or attaching a stock to the Remington Tac-14 would change the NFA classification from being a firearm to a short barreled shotgun, subject to to NFA regulation.
