what does "base only" mean?

"Base only" means that this comes with the main body portion of the chassis, but the user would still need to purchase a grip, buttstock and handguard to complete the chassis.

Will this also seat the Remington 783 series? Specifically the Heavy Barrel?

No, a chassis for a Remington 700 is not going to accept a Remington 783 action.

MDT ESS chassis says "Base Only" yet the description speaks of the adjustable butt stock, Pistol grip, ect.. Are these items included as we see it?

The parts on this page are strictly the base of the chassis only and does not come with the stock, grip, handguard.

Is this the same chassis that can be used on howa 1500? They look identical

While they are the same style of chassis which is the MDT ESS chassis, they are internally different. That is why there are different listings for the Howa action and Remington 700.
