no, they just didn't think it through when submitting the photo, this has an eotech style reticle which. and have the ring toggled off leaving a simple red dot, that's what they were trying to convey, and evidently caused more confusion.

so to be clear, this has a selectable reticle, in one mode you have the circle and dot, in another mode you have just the dot. that is what the picture you're asking about means.

they are clumsily showing that you can have a red dot or a circle dot reticle. i hope that clears it up.
