I imagine it will fit on the Ruger .22LR rimfire rifle since the threaded end of the ruger barrell is 1/2 -28?

The Midwest Industries AR Muzzle Brake - 1/2-28 Two Chamber Brake will work with a Ruger 22LR rifle with muzzle threaded for 1/2x28.

Does it matter if the MI logo is on top or bottom of barrel after tightening?

The MI logo can be oriented at the 12 or 6 o'clock position and still retain full functionality. You can always use additional shims in order to time the muzzle device to your liking.

The Midwest Industries AR Muzzle Brake - 1/2-28 Two Chamber Brake is 2.3" in length. However, the manufacturer does not state the outside diameter. I recommend contacting Midwest Industries for that information.

It comes with a crush washer to use for aligning the device with the "MI" logo straight up.

Yes this will fit on an M&P15. There are legal ways to attach a muzzle break in California but you will have to research that yourself.

Does this 1/2×28 device fit on a 9mm? As long as its 1/2×28? Description says AR? 556?

This will NOT fit 9mm, the bore is too small, so the bullet would not clear the muzzle device. This is only for use on .223/5.56 or .22lr barrels.
