does this lock swivel rotation or is this free spinning?

The Midwest Industries Quick Detach End Plate Sling Adapter does not have anti rotation grooves. So the swivel is free to rotate.

The Midwest Industries Quick Detach End Plate Sling Adapter could work with a PSA AR10 if it uses a Mil-Spec carbine length buffer tube.

No, it will not. These are designed for 4-positioon and 6-position CAR/M4 stocks.

You shouldn't have an issue. This clamps down firmly on the buffer tube.

If the Blackhawk sling you are asking about uses a quick detach sling swivel then it can use the mount on this end plate.
