It depends on the state you are in and whether or not your mossberg was originally sold with a pistol grip. If it was and you are under 26" overall length then you can have a muzzle choke permanently installed to put you at the required length

It’s my understanding that anything less than a 20 inch barrel will result in a SBS and requires filing an ATF eForm 1 approval before taking delivery of the 14” barrel.
