Does it fit on a Red Star receiver cover mount for the sks?

The Ncstar 3/8in. Dovetail To Picatinny Rail Adapter Mount will mount to 3/8" dovetails. So if the Red Star Receiver cover you are using has a 3/8" dovetail it will work.

If your Tristar Cobra Tactical uses a 3/8 dovetail, then this Ncstar 3/8in. Dovetail To Picatinny Rail Adapter will fit.

Will this fit on my Marlin 782 magnum

This will fit the dovetail on the Marlin 782 however, it would bridge across your ejection port and likely interfere with cycling of rounds.
