Is this compatible with the yugo AK?M70 to be exact.

The VISM AK-Platform Mil-Spec Fixed Stock Tube is not compatible with Yugo pattern rifles. I would recommend the Tdi Arms AK M4 Stock Adapter for Yugo M70, which can be found by using the link below:

Yes, the VISM AK-Platform Mil-Spec Fixed Stock Tube will be compatible with the KR-103. It is designed to fit AKM pattern stamped receivers with square cut flat rear receiver section.
