Can it be used on a ar 10. I'm worried about damaging the scope ?

This is calibrated for an AR15 however, it will still be able to withstand .308.

Is there a reticle visible when the power is off or the batteries dead ?

Yes, when the illumination is turned off, the reticle will appear as a normal black reticle.
