Will it fit the diamondback db9 micro compact pistol

The NcStar Ultra Compact Pistol Green Laser Sight requires a picatinny accessory rail to be mounted to a firearm. Since the DB9 does not use an underside accessory rail it will not be compatible.

Yes. The NcStar Ultra Compact Pistol Green Laser Sight will fit any handgun or rifle with at least a 3 slot of picatinny rail.

How is this sight adjusted for elevation and windage?

You should be able to remove the protective cap on the front of the unit to adjust windage and elevation with the included tools
