Unfortunately, the manual and provided info does not mention a strobe function. You will need to contact the manufacturer for that information.

What is the lenth and diameter and what type of bateries

The length is 7.75” (compacted) / 10.3125” (extended). The barrel diameter is 1.5” and the head diameter is 2.0625”. It takes 4x AA batteries.
