No. Several Nightstick models offer programmable lock-out, but this model does not.

Would this fit the bottom rail of the Ruger PC 9mm carbine model 19100? It appears front sling swivel may interfere with the on/off button of the lite

The Nightstick Weapon Mounted Light will be able to mount to the small picatinny rail located on the forend of your PC Carbine. You can remove your sling stud in order to allow for easier activation of the light. If you do not wish to remove your sling stud, I would recommend the Streamlight TLR-1 weapon light which would provide easier activation/de-activation even with the sling stud present.
