Will this mount clear a 42mm Nikon on a savage msr10 hunter

Yes both should. I however would recommend MPN: 16404 specifically because the optimal height for any AR platform rifle is around a 1.4 - 1.6 inch optical center.

That all depends on your needs. If you are shooting over 500 meters, 20moa is recommended. If you are shooting under 500 meters, 0moa is recommended. It also depends on if your picatinny rail is 20moa already or not, and the objective and tube size of your scope also factor into it. As long as you have a picatinny rail on your rifle, item 16406 should work for you.

Im wanting to mount a Nikon fx1000 on a savage 116 30-06. Base is a picatinny rail with 20 MOA. Will a medium height give me enough clearance?

It will depend on your objective lens. If it's is under 50mm, item 16406 should work, if it's over 50mm, item 16404 would be best.
