Just getting into Revolvers-1911 Man .Got a .357 Mag Colt Cobra ..With short availability of .357 Mag ammo..can you use .38 Special in this Revolver?

The Colt Cobra is chambered in .38 Special and the Colt King Cobra is chambered in .357 Magnum. If you have a Colt chambered in 357 Magnum you can shoot .38 Special as well as .357 Magnum. If you have a Colt chambered in .38 Special you cannot shoot .357 Magnum out of it.

Is this ammo regular .38 special or .38 special + P?

The manufacturer doesn't list this Norma Safeguard .38 Special 158 Grain Jacketed Hollow Point ammo as .38 Special +P . However, since it is moving as fast as some other .38 Special +P ammo I would contact the manufacturer of your firearm to confirm that you can fire the Norma Safeguard .38 Special 158 Grain Jacketed Hollow Point in your gun.

What are the different functionality of the hollow point and a regular 38 so shell

A hollow-point bullet is a type of expanding bullet which expands on impact, causing a more lethal hit without penetrating further than necessary. Mainly use for home defense. A regular bullet may go through.
