Billet does not necessarily mean no dust covers. Where do you get your information from bloodhound? OP, no, this does not have room for a dust cover.

Odin Works does not state if the ODIN Works AR-15 9mm Billet Upper Receiver can be used with an Endomag. I recommend contacting Odin Works for that information.

Will this upper work with a New Frontier Armory S-9 lower receiver (Scorpion mags)?

The ODIN Works AR-15 9mm Billet Upper Receiver might work with the New Frontier Armory S-9 Lower Receiver. According to New Frontier Armory the S-9 Stripped Lower needs to be used with their C5UPPER. I recommend contacting New Frontier Armory in regards to the compatibility of that lower and this upper.

Can i use a standard ar15 bolt carrier? What bolt can i use?

The ODIN Works AR-15 9mm Billet Upper Receiver is meant for 9mm AR builds. 9mm AR's require special bolts and cannot use standard AR15 5.56/.233 BCG's. I will leave a link to potential BCG options compatible with this upper receiver below.
