Yes, the Romeo5 can be used on any firearm platform that has a picatinny rail.

It does fit, but more importantly, I assume you are asking is "can it withstand the recoil impulse?" You'll hear about how the scar "eats optics" but I have about 500 rounds through this set up on my scar 17 with no mechanical functional issues or need to re-zero. The romeo mount is metal to metal and pretty pointed so it will scratch through the finish at the contact point under the pic rail pretty much as soon as you shoot it.
