The 11.5” handguard says it’s for a rifle length gas system. Will it work with a 300 BLK barrel with pistol length gas system?

The gas length is referencing the handguard length needed to mount behind an A2 front sight. Pistol length gas will work just fine.

How much does the collar add to the handguard length? An inch, and inch and 1/2? Asking so the appropriate barrel length can be selected.

Yes approximately, however It is recommended you have at least 2 inches of barrel in front of the handguard.
