Will the pic rail section on the .875 seat block be on the same plane as a small frame ar upper receiver rail section?

No, it will not be the same height as these are meant to match Armalite AR-10 .308 uppers which are significantly larger than a standard forged AR-15 upper. This means the height provided by this gas block would be taller than a standard AR-15 upper.

will this fit on a vr80 barrel

There is no guarantee on fitment as these are meant for Armalite .308 AR upper receivers and are meant for standard AR-10 barrels.

I’m confused about receiver heights. The 05-075-04 PRI Railed Gas block, it states it’s the same height as the Armalite .308. Bore to top?

Yes, this is meant to match an Armalite .308 AR-10 upper and the rail height from barrel center line is 1.328 inches.

Will this work with a carbine length gas system with standard carbine handguards ?

This is meant specifically for AR-10 Armalite upper receivers and barrels regardless of gas system length. This is not meant for an AR-15 upper receiver set up.
