What does the bottom look like? Are there any bars across that fit into the picatinny of the upper receiver and/or are the mounting screws exposed?

The Precision Reflex PRi AR15/M16 Flattop Riser uses 3 mounting bolts that will run through exposed sections of picatinny on your flattop rail. The mounting screws sit flush with the riser.

What height rings from pri do I need to get a 1.93 height?

The exact rings you will need depend on the scope you will be using. If you need 30mm rings, the rings at the link below will work with the Precision Reflex PRi AR15/M16 Flattop Riser.

Will this work with the PRI Gen III Carbon fiber forearm?

The Precision Reflex PRi AR15/M16 Flattop Riser is designed to attach to a flatop picatinny rail on the AR15/AR10 platform. So as long as you have a top picatinny rail it will fit and function as intended.
