Yes it's dimable and you can focus the beam, however my remote pressure switch can only dim, the + button only continues to dim the light, cycling the tail cap switch will reset it to max output though so I don't find it to be that big of a deal.
The charging device lights up red when charging and turns green when it's complete.
You need a night vision scope/goggle/monocular to view this light.
This will work with any traditional or digital night vision device (however not with thermal devices).
Not sure if I understand your question as it relates to "wattage on the bulb tail cap", but in general, any wattage is determined by multiplication - the ampere (or amps) is the amount of electricity used. Voltage measures the force or pressure of the electricity. The number of watts is equal to amps multiplied by volts.

The Coyote Reaper Light Kit with a GREEN or RED LED Bulb Module will work with your regular rifle scope and allow you to see long distances at night when night hunting.
