The Primary Arms Advanced 2 MOA Dot Micro Red Dot Sight mounts to picatinny rail. So it will mount to the picatinny rail on a Hi-Point 995.

They are all extremely similar and there is no significant difference in quality. The major differences are in the style of red dot and who its branded by.

Will this cowitness AK irons with a front sight/gas block combo on an Ultimak rail? I have a PA CLxZ Gen II on it at the moment, that allows cowitness

The heights will be extremely similar although the CLxZ model has a slightly larger window profile, so depending on where the iron sights are in the field of view, this will work as well.

This red dot will work with any standard Aimpoint Micro compatible mount as it shares the same mounting footprint as the Aimpoint Micro T1/H1 red dots.
