How is the barrel length measured? Does it include the muzzle threads and the receiver threads?

yes, the barrel length described in each barrels description is from tip to tip of the barrel including the threads.

Is the tikka 22 inch 6.5 barrel pre threaded for a silencer

Yes, the Proof Research Tikka Pre-Fit Carbon Fiber Threaded Barrels are all threaded to fit muzzle devices, suppressors, etc. The .22LR barrels are threaded 1/2x28, 223 Rem barrels are threaded 1/2x28, 6 CM barrels are threaded 5/8x24, 6.5 CM barrels are threaded 5/8x24, 6.5 PRC barrels are threaded 5/8x24, 7MM barrels are threaded 5/8x24, 7 SAUM barrels are threaded 5/8x24, 308 barrels are threaded 5/8x24, 300 WSM are threaded 5/8x24, and 300 WM are threaded 5/8x24.
