Yes, the Radical Firearms 8.5 in. 300 AAC Blackout Upper Assembly will fit a standard AR15 lower, so it will work on a Smith and Wesson M&P15.

The manufacturer doesn't specify if the Radical Firearms 8.5 in. 300 AAC Blackout Upper Assembly gas block is pinned. I recommend contacting the manufacturer in regards to that information.

The ones that come with bolt carrier are MPN: CFU8.5-300HBAR-7FQR and CFU8.5-300HBAR-7FHR all the others do not come with bolt carrier group.

Can the FGS style rail system replace a FCR style rail system without requiring additional parts? The ID of a FCR is not big enough for a suppressor.

The two handguards use a different barrel nut but they will not require any additional parts.
