Can this sling me modified for use on an irregularly "slung" rifle like an M1 Carbine? If not, what would you suggest? Classic USGI doesn't work.

Yes, it can and without permanent modification. The clip can be removed from the end of the sling and routed through the rear sling mount.

Will the steel clips fit the sling slots on the ProMag Tactical Folding Stock #PM278 for the Remington 597 rifle? There are no QD swivel points.

That stock is not designed for use with clips. Rather the clip would be removed, the sling routed through the stock, and then secured in the bracket. This sling only accommodates that on one end. You would need a front end sling mount.
