Will this work on a Magpul(Backpacker) takedown stock?

Yes, this will work fine on a 10/22 takedown X22 Backpacker stock. It just replaces the factory takedown screw.

Can this be used on the ruger takedown, as a way to remove the action for field cleaning?

Yes, this will fit any standard 10/22, 10/22 takedown, or 10/22 charger model.
