No, the RA-1010 series BCG's are not full auto rated. The RA-1011 series are full auto rated.

This would depend on several factors. You might just need a heavier buffer to slow the speed down, but not always needed.

Yes, this BCG will work with any of the RISE Armament AR Triggers. There is not a predetermined buffer to run with this BCG.

Will this work with the 204 ruger that has a mil spec fixed stock and a mil spec buffer spring

Yes. The RISE Armament RA-1010 Low-Mass Bolt Carrier Group will work with rifles that are compatible with 5.56 bolt carrier groups like AR15's chambered in .204 Ruger. Although, using a low mass BCG may require some tuning of your rifle in terms of an adjustable gas block or new buffer in order to ensure it functions properly.
