Both. The night vision portion is able to look through glass, as you said, but the thermal module, when powered on, will not look through the glass.

So this is a combination of analog night vision tubes, and a digital thermal device. It just has an internal overlay so as you know, you can drive with analog night vision it sees through glass easily however, the digital Thermo technology available to civilians does not see through glass.
The high end military thermals see easily through glass & even walls, quite easily.
The militaries thermal or SWIR can easily see through glass and easily though most walls you name it.
Most civilians are not aware of SWIR technology as it is very expensive.
