can this carry side PLates and also how do the side plates sit in the cummberbund

Yes, this will carry side plates, how high they sit will depend on the size of the plates, but they slide just about all the way down in the side panel.

The manufacturer does not state the weight of the Rothco MOLLE Plate Carrier Vest. For that information I recommend contacting Rothco.

Front Pocket Measures 13 5/8 Inches X 11 1/8 Inches X 1 Inch | Back Pocket Measures 12 Inches X 11 1/8 Inches X 1 Inch
So the plates will fit snug but and not be loose.

I have 11" x 14" plates. is this plate carrier too small?

The pocket will fit 10x12 plates. Unfortunately, it will not fit your plates.

One of the reviews stated that the plates cannot be secured within the pockets. Can they be secured and if so what method is used? and what sizes?

These do not have a securing method for the plates, the plates would simply sit in the pocket. The front and rear fits plates up to 13.75"x10.25" and the sides fit up to 6"x6".
