is there a velcro patch on the sleeve for name plates

Not in the traditional name tape sense but it does have a Velcro patch on the right sleeve.

Yes, there is a large distressed Thin Blue Line Flag Print on the back that is the exact same image as on the front, but enlarged to cover the width from one shoulder to the other.
