This is a Ruger factory magazine and is the second magazine normally included with the Ruger SR9c from the factory.

While I'm sure it a Ruger mag, I highly doubt its made by Ruger. It's almost certainly got a stamp that says made in Italy, which means its probably made by Mec-Gar...which makes premium mags for a number of big gun manufactures and which I've used for years with out any problem.
