It will not come with an ATF approval letter. Those letters can be found under the Resources section of SB Tacticals website.

Mine arrived without an ATF approval letter. The letter is available on SB Tactical's website under their "resources" section.

I just received mine and it did not come with a copy of the ATF approval letter.
