What is the function of the smaller reticle adjustments?

The reticle adjustments are intended to be adjusted up for flatter shooting rounds or down for rounds with a bit more drop, which are the smaller adjustments.

Which reticle is recommended for a .224 valkiery Rifle?

Any of the V models would be just fine. I would not recommend the M556 model as that is meant for a 5.56 caliber rifle.
