The manufacturer specifically states in their owners manual for both the RMS and RMSc that it will come with the following accessories:

Accessories:
Minidial
CR2032 Battery
1° shim
2 x Button head M4x8mm screws
2 x Button head M4x10mm screws
2 x Hex Wrench tools

It does come with 8mm length screws-- however, these are .5mm too long for the Hellcat. They protude .114" underneath the mount.
In your Springfield manual, p.27, Fig. 27-5, you are allowed a max protrusion of .095". The 8mm screws violate that advice, and may seriously impede operation of your Hellcat. Springfield (and others) sells a kit, with 7.5mm screws, #HC6070. Or, just buy M4-0.7-7.5mm screws. Or, shorten the 8mm's.
