I have a P229 with both 40 and 357 barrels. Will this slide fit my pistol? I very much want the Romeo 1.

Unfortunately while a .40 slide will work on a 9mm P229, the 9mm slide (such as the one that comes with the kit) will not work with the .40 barrel. The .357 option may not work either as the 9mm uses a different breech face. If you want to run the Romeo1 on your P229, you can do so by using this mount: https://www.opticsplanet.com/sig-sauer-sor11004.html?_iv_gun-model=229-1 which replaces your rear iron sight.

Will the P229 kit work on a M11A1 frame?

Unfortunately this is not compatible with the M11A1. The M11A1 is technically a P229 series frame, the P226 and P229 pistols have just enough small differences that they are not compatible.

Does it come with new sights, installed for the P320 Compact

While All P series and SP models use the same dovetail mounting front and rear with the exception of the P250 which has a different rear sight mount configuration (same front sight as others). these products are not intended for use with your P320 Compact, only the P226 and P229.
