The Switchview Magnification Adjustment Throw Lever at the link below might work for the SIG SAUER Sierra3BDX 6.5-20x52mm Rifle Scope. Also Sig has a Tango4 throw lever that might also work for this scope. I recommend contacting Sig Sauer to confirm compatibility of their Tango4 throw lever.

Will this stand up to the recoil of a 300 rum with 28 in bull barrel with no muzzle brake?

Yes, the Sig Sauer Sierra3BDX 20x30mm Rifle Scope will hold up to the recoil of a 300 RUM. Just ensure the scope is mount properly and securely to the rifle and there won't be any issues.

For the flip caps you could use: BX-R2-COVERS-30190 and BX-R2-COVERS-30450. For the sunshade, I found this model: 28W-RA-AOABRSS-214061S

There are no torque settings for the scope, but the rings have the following torque information provided by Steiner:

"We recommend 18-22 inch pounds on the ring tops and 45-55 on the base nuts."

Are the turrets capped with removable caps or are they open

The turrets are capped and can definitely be removed to adjust the windage and elevation.
