Yes, this will fit the Ruger AR-556, and will work with drop-in carbine handguards. It is also a plunger tpye.

Will this fit on the spikes billet upper with bar 2 rail system?

No, it will not. The Gen 2 billet upper receiver was machined with Spikes Tactical's integral B.A.R.2 rail mount. The BAR 2 upper receiver has the BAR 2 barrel nut machined into the upper receiver, meaning it will only work with the Spike's Tactical BAR 2 Rail.

Are the standard GI handguards the same for an AR-15 delta ring and AR-10 delta ring? Will the same drop in handguards work on either platform?

No, the handguard systems are not interchangeable between the AR-15 and the AR-10, so this will not fit an AR-10.

This product is milspec, as opposed to a proprietary barrel nut used with free-float handguards.
