Can you receive these photos through the app to your laptop computer?

No, you can view saved photos sent to your smartphone on your laptop through the app or you can take the SD card out of the camera and download the photos to your computer.

How close to the camera do you need to be to get the pics on your phone?

Connection is on the LTE network. As long as the camera has a signal, you should be able to receive the images.
