can i use this as a low mount for Romeo 5 red dot, to act like a low mount?

No. You would need a mount with a T1/T2 footprint that directly fits to your Romeo 5. I recommend the Midwest Industries QD mount found using the following link.

No. The Strike Industries R.EX Riser will not directly mount to your Romeo 5 and act as a low mount. You need a T1/T2 style low mount that will directly fit to your Romeo 5. You can find one that I recommend using the following link.

Would this put a 507c at cowitness height if I’m using the factory pic mount?

The Strike Industries R.EX Riser was designed for an absolute co-witness with the SI Reflex Exoskeleton mount with either A2 height, or Sidewinder sights. It may not provide an exact absolute co-witness, but should be fairly close. You can always use an RMR mount at the absolute co-witness height with your 507c as well.
