Is this item compatible with picatinny rail?

No. The Strike Industries MFS Monopod is proprietary to the Strike Industries Modular Fixed Stock. The Monopod uses a clamp system to fit to the base of the Modular Fixed stock.

how does it mount, what is the range of adjustment

It will only mount to Strike Industries Viper Modular Fixed Stock and has an adjustable range of 3.65" to 5".
