Does it fit the radical firearms 300 blackout??

No, a 300 Blackout barrel will use a 5/8x24 thread, not 1/2x28. I would recommend the SureFire SOCOM 3-Prong 7.62mm Flash Hider, which can be found linked below:

No. You only get rock set shims, and the muzzle device.
