Does it only strap onto the molle on the plate carrier by the clips on the side of the bag or is there other ways?

The Tactical Assault Gear Mini Combat Sustainment Pack can attach to a plate carrier by the 2 panels with (4) individual MOLLE compatible straps to weave into a plate carrier. On top of that, this pack also features (4) loops compatible with hooks and clips for additional mounting purposes.

Yes, this should fit the Shellback SF. The mini combat sustainment pack is MOLLE compatible, and it will attach to your carrier using the PALS webbing on the back of your carrier.
