Can I use this handle on a 9mm PCC?

This is a mil-spec charging handle, aside from being ambidextrous. Unless your PCC states otherwise, this should fit and function without issue.

It is aluminum, but as to the grade of aluminum, Tactical Superiority does not provide that specification.

No, this is not specifically designed for that purpose. This is just a standard ambidextrous AR-15 charging handle.
