What's the difference between the 73X700 and the 730700?

The 73X700 part number has an extended front mount, which is 3/8" longer than the standard item.

Will these low rings work for a 40mm scope?

Yes, the 73X700 will fit a 30mm scope tube, with a 40mm objective lens, on a long action rifle. If using a short action rifle, 730700 will work just fine. Please watch out with the magnification adustment ring, and if there is a throw lever. The 90degree bolt throw of the 700 action can be blocked by oversived magnification rings and levers. In this case you will need to use a medium height scope ring.

Is the finish matte black

The finish is an anodized black, so it will be somewhat in the middle of a matte finish and a gloss finish, leaning much closer to a matte finish. But it will not be a completely flat matte black color and will have a little bit of shine to it.
