No, this is a 0 MOA mount. If you're looking for 20 MOA, you will need item 750700LM (Long action) or 750700SM (Short action).

I have a Remington 700 in 270 Win. I want to install a Vortex scope 4-12 X 40 which has a 30mm. (1.18") tube. Is this a proper mount??

Medium rings would be fine for that scope. I would recommend item 74X700.

do they makethese in more than one style. have seen some where one ring has longer base and both holes in base and the other looks like ones pictured

The image is their standard stock ring image but those are the ones that have the extension on one of the rings.
