Would I need LOW or MEDIUM height rings/base set for a Leupold 3x9x40 mm ?

Typically, with a 40-42mm objective lens size, you would use low height rings. This will allow the scope to sit as low as possible to the rifle and provide a more ideal head position. So the correct Talley Low Rings & Base Set for you would be MPN:930714.

Are these Matte or Gloss ?

These feature a black anodized finish, so these are closer to matte than gloss finish.
